Sidewalk Vendors

Normally a sidewalk is situated on the side of the street. This footway is for commuters and pedestrian. But this is not the case in the Philippine streets you will see sidewalk vendor occupying the space selling different products, dry and cook foods. Just like in Cagayan de Oro City, the local government has a clearing operations program especially those vendors who have already put up illegal structures on the street. Despite the effort vendors keeps coming back. I just cannot understand why they keep on coming back and not using the relocation area provided to them by the local government?
